In the PC config window it shows 5hz but on the phone it on my registers as 1hz.

The data configured looks sound... Maybe this configuration isn't supported by the 818... Please check in their tool if you seen GPRMC sentences 5 times a second. I do not access to it, but I remember there has been some window where one could see the NMEA data coming in. Creating a snapshot of this data will make it easier.

It is strange don't think it's an app issue. I verify with another lap timer and its the same wrong hz reading. Also I tried to set at various hz and the results are a consistent multiplier: 10hz gives 2hz, 5 gives 1, 4 gives 0.8, 3 gives 0.6, etc

In the status window of PC for viewer seems to only output RMC at once per second. gsv is the highest rate. But can't tell count because there is no timestamp.

Setting it back go my previous settings got it to read at 5hz again.

I should have spent more money on a better gps unit...

Also I can't set 10 on any of the NAMES so what's the point of a 10hz fix update rate??

I checked some docs available on the net, it seems NMEA Output Settings and the Fix update rate are divided to decide the rate:

Fix Update Rate = 5 and RMC = 1 ‣ RMC is updated each 1/5 seconds = 5Hz. So please try to flip 1s and 5s for the sentences and try again.

The original doc is not clear in the Output NMEA Settings (actually doesn't day anything), I found the information from some other paper... Please try.

Just FYI,

I tried going back go the older settings (rmc = 0) with the new app update. However it now shows a hz of 0. The same settings work on RacerChronos.

If I put RMC to 1, it works fine.

Please recheck your setting and do not forget:

GGA (1) GSA (5) GSV (5) ZDA (5) plus Update Rate 5 is required.

Not having ZDA means there is no valid date available. This can be reproduced from system time, but will generate issues around mid night.
As we have spend considerable time discussion this item, I'd like to close the issue. So please create another log in case it doesn't work with the above settings.
