HLT Not freeing storage on iPhone

I used the "Move to Cloud" button to move a large video to iCloud. I verified that iCloud now has 3GB less space available and the video shows up in the "Cloud" section of HLT but there is no addition space freed up on the phone. I started with 770MB of space and there is still only 770MB of space available.

HLT Grand Prix 20.0.18

Any ideas on how to reclaim the free space?

Moving to cloud actually creates a copy in the cloud initially. Please "Unload" the local copy to free up local space as long as you do not need to access the video. You should see the Unload button in Video List ‣ Video Details.
