Thing is I've started using Jarrys laptimer years ago when I had an old iPhone. Then I changed to Android and bought the grand prize edition. Do I now need to buy it again since I've gone back to iOS on the new iPhone 7 ?

Provided you use the same iTunes ID again, you should see your LapTimer edition in AppStore app ‣ Updates ‣ Purchased for free download.

I've used the same Apple ID and had to buy it again???

Is there any way I can get a refund? Paying thrice for the same app is not nice

Either you used a different iTunes ID, or you loaded the wrong LapTimer edition.

Please apply for a refund at Apple (google for "AppStore refund") and the latest purchase. I can't help here as developers do not have access to individual transactions.

Next, goto the AppStore app and follow the navigation path I posted above. In case the app is listed in the Purchased list, you will not be charged when loading it. Neither Google PlayStore, nor Apple iTunes ever lost an existing license, so it is one of the named issues (iTunes ID, wrong edition).
