how to downloan video from icloud to PC

am switching phones from iphone 4s to iphone 6 and want to transfer raw videos to my PC. i can see on the iCloud desktop app that there are 3 GBs of data in Harry's Laptimer stored in iCloud that was uploaded from the 4s. i can't figure out how to download this data to my PC. The only choice the desktop app gives is to delete the files from iCloud. researchig online tells me that i have to be signed up for icloud drive to manage this data. So i signed up for iCloud drive at icloud.com. however my account in icloud drive doesn't show any data stored there at all - it is not picking up the video files that i can see in the iCloud desktop app.

could apple make this any harder to figure out? any help would be appreciated in how to download the video files to my PC.

LapTimer uses shared iCloud folders but not iCloud Drive (so far). Any client accessing LapTimer's iCloud folder, needs to be provisioned to access it - and no desktop application is. ICloud is used as a private extension and transfer mechanism between LapTimer and MultiCam only... So to transfer your data from iCloud to another phone, transfer it from your iCloud to local storage on your old phone, copy it to your desktop using iFunbox or iBrowse (all .mov / .mp4 files in Documents) and move them to your new phone the same way.

Btw, actually the iCloud videos should be accessible from your new phone in LapTimer too - have you tried this?
