Harry i just changed phones to the New Droid Turbo from Motorola. It's running on Android 4.4.4. For some reason Lap Timer can NOT see or connect to the GPS functions of the phone. I've check the GPS Location Setting form my Galaxy S$ and the New phone and its set the same exact way.
Can you help me out please.

Hi,
What exactly do you see in Sensor List? In addition, please make sure you have a good GPS reception - best by testing it outside.

The sensor list shows
GPS/Glonass Sensors
motorols xt1254 gnss
connected @ 1Hz
Other Sensors
motorola xt1254 accelerometer
connected @ 25Hz
motorola xt124 video
available res 1920x1080
I've tried and tried outside to improve signal but not helping. Wasn't sure if there is a bug not letting it to connect to the app. My Google Maps works fine so the GPS is working on the phone.

But the list above is just fine. It says you receive GPS positions at 1 Hz (which is what one gets from internal GPSes)... Why do you think it doesn't work?

When i go to start the Session there's a Red Triangle at the top of the screen. When i open up System Status the GPS Position is Red and the Accuracy is also Red. So i touch those indicators and they say No GPS position available. GPS accuracy is too low.
Not sure how to fix this issue.

Off the top of my head, that sounds like not enough satellites. Something is blocking reception. It may still be good enough for maps. Is there an app for Android that will let you check the functioning of the GPS? There are lots for iOS.
