on 4) why record manually? This is only needed in case you want to get footage before the first timed lap starts. Otherwise, just let LapTimer chose when to start video recording.
On the other questions:
A smartphone has only one wifi module and is able to join one network at a time only. As long as connected accessories claim their own network (instead of sharing an existing one), you can connect only one wifi sensor at a time. As long as you have a track set loaded with valid start/finish lines, LapTimer will switch from manual recording to automatic recording once you pass the line.
There is no need to use the same resolution for GoPro and iPhone. In case you want to use the GoPro video only, select a HD or Full HD resolution using the HERO menu, and select SD resolution for the internal cam (in LapTimer -> Settings).

-but as i understood you wrote was possible only to record one single video with go pro and not one video every lap for this reason i told you manual recording.
if is possible is better i will just put autostart and when i will be near start\finish e will record more videos
-i found to record in the same resolution gopro and iphone on your guide v1.5 to dont have problem after with the overlay

Videos are always recorded by session. LapTimer used by lap videos 3 years ago. As video cams and encoders require startup / finishing times, this lead to gaps behind the finish not covered by video. Actually every other lap has been video recorded. During overlay, individual laps can be extracted from the session video, so there should be no disadvantage from this approach.

if i would like to have data log from obd i can use an elm 327 bluetooth data logger?

There are no BT ELM327 OBD dongles that can be connected to an iPhone (without jailbreak). The only BT option available and compatible to the iPhone is GoPoint's BT1 and BT1A. In general, BT and WiFi can be operated in parallel, although there are some bandwidth influences between the two.
