I have read that the LapTimer should remember 15 tracks in its database, so you can set up at home and then go to the track (where you may be offline).

However, this is not working for me. I can select a track at home, even go to drive mode with it, all is fine.
If I then go offline, and try "Select Track" again (same track), it says:

POI Set 'Sturup Raceway' could not be loaded from Server (Connection). Please try again later.

How can I ensure that it stores the data for use when offline?

This is a misunderstanding in how LapTimer is working. Once you have loaded a track set at home, it is stored on your device. It is available and there is no need to adjust anything once you are on site. You can go to Timer View and drive immediately. LapTimer selects tracks itself when you arrive.
