Overlay not present in exported video (iOS 10)

I'm running an iPhone 6S on iOS 10.0.2 with Grand Prix Edition V20.1.4.
I captured a bunch of laps around my circular driveway (kid's power wheels vehicle), and got the flipped video issue. I flipped the video the correct way with an iPhone app, then re-linked it in the Lap Timer app. It looks good in preview mode with the overlay correctly showing. I click Export, and it takes a few minutes to crank through the export operation (about a 12 minute clip). When its done exporting, it shows the video without the overlay in the photos app. When I click play in the lap timer app, it also shows no overlay. I click "revert", then play, and it again (in the lap timer app) shows the video correctly with the overlay.
I've tried exporting several times, but each time I get the same issue. How can I rectify this? I can also apply the overlay through Final Cut Pro X if there's a way to just export the overlay section, but I can't find that function. The overlay configuration has everything turned on except for reference video. I don't have standard or extended options since I'm using only the phone (no accessories).
What are your thoughts on things to try next?
