Been trying to determine if this is possible with HLT, and it seems the answer is no (not without custom hardware/software), but wanted to confirm.

Seems like everything related to gathering engine data is intended for OBD/OBDII connections. Am I understanding that correctly?

Mostly yes. Exceptions are ASL's RaceCapturePro MKII and the upcoming Wivel and RaceCapture solutions. Please have a look into www.gps-laptimer.de/compatibility/android for the details.
