Overlay space requirements?

iPhone 5s 16 Gb, running HLT v19.0.31 Rookie Edition. The iPhone reports 5.3 Gb free space. Yet when I try to overlay a 2024 Mb video, I'm told "0.4 GB missing" (the overlay configuration reports "1.6 GB").
I understand that overlaying requires 2x original space (1x for the overlaid video, 1x to transfer to photo album), but I should have almost 1 Gb above that threshold?
