Unable to use "Challenge" and "Hall of Fame" on Certain Laps

I noticed that on certain laps that do not have the gold star next to the track outline and those laps are not eligible to be submitted for challenges or to the hall of fame. I don't really use those features but I was wondering what criteria the lap needs to have the gold star? It is strange because I am using 10 Hz Bluetooth GPS and there is nothing strange or irregular about the laps (looking at lap traces etc.) without the gold star and comparing them to gold star laps didn't help.
As an example in the screenshot below there was a lap without a gold star in the same lapping session.
