It is possible to import vbo files - but not lossless. Vbo files are considered logger output, i.e. a stream of sensor data - not laps. So when opening a vbo file by touching e.g. an attachment in Mail, LapTimer will start a regular lap detection using triggers. This means the first and last lap will usually be lost when reimporting vbos. LapTimer requires at least one position ahead and behind a trigger to detect it... So in case it has been one lap, not a session of laps, it will not work. In case it is a session export, you will find some laps after import.
