Unable to Full Reload add-ons

I'm unable to do a Full Reload of add-ons: I get the "Error...Please try again later" message. I've have had this problem for at least 2 HLT releases now (currently v19.0.16(64) from Aug 13 2015, iOS 8.4.1), but the problem is only with Full Reload;I haven't had this issue with the regular Update.

I've tried connecting via 4 different wi-fi networks (full signal strength), and LTE. Is there a log so I can see what the actual error is? Is there a setting so I can increase the timeout duration?

Any help would be appreciated, thanks.

The problem should be fixed now. It is not related to a LapTimer version but to the files available on our server.

Please note the the "Full Reload" loads a copy of every track icon into LapTimer's documents area duplicating all those coming with the app itself. This function is actually for the very rate situations one wants to override an icon coming with the app installation or update with the version sitting on the server. So please always use refresh. I actually wanted to remove the option some time ago...
