I have Track Attack app and there is no way that I can get it to record a session. Tired of it and thinking about buying Harry's lap timer. I have a few questions?
Will I be able to confirm it works without going to a track?
Is there a cloud to upload too like Track Attack.
Is it relively user friendly have an Iphone 5 soon to be up-graded to 6.

I can't comment on this app, I don't know it.
For LapTimer you can use either one of the 750 predefined tracks, or set your own. Both regular tracks with a common start / finish and AX tracks with separate start and finish are supported by assistants (in Prepare Race). The former is an easy way to set a track around the block for testing.
Not sure about the cloud mechanism you expect. There is now network storage supported, any recording data is stored locally. This data can be exported / imported in 7 or 8 formats. In addition to this, LapTimer comes with a server component including a Hall of Fame and so called Challenges. The later are laps submitted by other users. You can load them to your device and compare your drive using analytics functions or by simply using predictive lap timing (show the gap and win/loss continuously).
On usability: some say best what can be achieved for a super feature rich app like LapTimer, others find it complicated. I can't answer. For LapTimer v19 we ran a seminar at a German university of UI design students in 2014, the front end has been completely redesigned afterwards (v19). Usability can be improved by smart and intuitive front ends, or by simply staying with basic functionality. I have made a choice long ago to go for features and function, not for functional simplicity. So it is a power tool.

Another total newb question:
I'm running the "rookie" app on my old iPhone 4. (using the app to time a mini motorbike on kart tracks. Crashes are frequent, so the older hardware is the only 'safe' option)
The phone only accesses wifi and GPS via the external antenna. My question is, can I "save" track sets to the phone while i'm on wifi, or does it need to "load" prior to each use when I get to the track?

Once you have loaded or defined a track set, it will remain available until you delete it. LapTimer monitors all triggers defined all the time and switches to the corresponding track once it passes a trigger.
