UI question: how best to scroll to the task bar

I've always had difficulty getting the task bar (at the bottom of the screen with the views like Timer, Speedo, GPS, etc.) to reveal when it is hidden. No matter how many ways I swipe to tap the "V" shaped icon, I cannot get the task bar to reliably reveal. I eventually get it, but hardly ever on the first try and frequently wind up hitting the button above the "V".

What is the correct technique?

Tap it, don't swipe it. Tap the top of the arrow, the button extends more to the top than is visible. The whole tab bar (including this operation) will go away in v19.
