GoPro videos cannot be transferred automatically. You need to manually move them. Please check the doc I have linked above, there is a how-to connect included. Just search for "GoPro". Please check you have set the GoPro wifi password set in LapTimer's Settings, its odd, but required.

Preparing GoPro HERO MultiCam Devices for Recording
Before we go into the section on GoPro HERO MultiCam recording, here are the steps you need to perform to connect your iPhone with the HERO.
1. Make sure you have a compatible GoPro cam available: all HERO3 models and a HERO2 plus BacPac will work
2. Make sure you have the latest firmware for your HERO installed (especially HERO3s need an initial update of firmware); check GoPro's home page for details
3. Make sure you have set the correct Wi-Fi mode for the HERO. In the HERO’s settings, select Wireless Controls ‣ GoPro APP; once this is set, you can turn off your HERO again
4. Turn on Wi-Fi operation for the GoPro (HERO3: small button on the right, blue LED blinks)
5. Connect your iPhone to the GoPro Wi-Fi (you have defined the Wi-Fi SSID and password during GoPro setup);

6. In LapTimer, make sure you have MultiCam operation enabled: LapTimer ‣ Settings ‣ MultiCam Control ‣

7. In addition, enter your GoPro Wi-Fi password in MultiCam Control ‣ GoPro Wifi Password; this is necessary as
every command sent to the HERO requires this password - no good practice from my point of view
To test connection, switch to the Video View within LapTimer - you should see the gray little cam in the status bar turning white; in addition, you should see communication going on between Master and Satellite shown by small green and blue indicators; the HERO will beep and turn the cam on - you are ready to record. Please note that instead of getting a live view, the HERO will be shown as a placeholder with blinking LEDs.
In case it does not work, please try the GoPro app available for free on the net. It uses the same mechanism.

I appreciate the time being taken. The GoPro Wi-Fi is connected to the iPhone because it can control the GoPro app. I can see the "Preview" screen on the iPhone app.
I did follow the instructions in the PDF, however, when I get to this step -

I get the following message in HLT when I try to toggle "ON"

"This feature is not available in this app edition. Please check for upgrades available."
Aha... MultiCam is a Grand Prix Edition feature. To upgrade your Petrolhead to Grand Prix, please check the "Tracks" tab. You will find the upgrade right in the top. Without GP you need to operate the GoPro manually. But even in Petrolhead, you can transfer the GoPro video to the iPhone, link and sync it to any laps, and overlay it.
Issues:
Still not getting live video stream from GoPro to HLT. GoPro Hero "camera", no actual video, show in the PiP window. Master (Lap Details) is the iPhone.
LapTimer does not present a life video for GoPros, it shows a camera placeholder only to give you an indication the HERO is connected (blue LED blinking) and potentially recording (blue + red LED blink).
