Have you turned the HERO4 on (i.e. both WiFi and the cam itself)? Other than the HERO3, it cannot be powered on from WiFi.

Yes, I even tried several times on/off of WiFi and GoPro.
Typical procedure is: Turn GoPro on, long press button at the side so WiFi is working, connect to WiFi from Android phone (i.e. not open the GoPro app first, it's also not in the background), directly switch to the Laptimer app and start recording.

And you have the GoPro Wifi in app mode and HERO4 selected as the cam type in Settings?

Yes - since I can connect to the cam with the GoPro App I assume that this is correctly set.
GoPro Hero4 is selected in the app. Just in case I also entered the password into the field below that, even though it says that it only required for the GoPro 3.

The password is not required for the HERO4. I repeat all items:
- GoPro App must be killed and must not be active in background
- LapTimer edition installed needs to be GrandPrix
- Smartphone needs to be connected to the HERO4's WiFi
- External Cam setting in LapTimer is "GoPro HERO4"
- The HERO4 needs to be a silver or black edition (not LCD, Session, etc)
- The HERO4 needs to have both WiFi and cam turned on (but not recording)
- The HERO4 Wifi mode needs to be "App", not "Remote Control"
- External video recording needs to be enabled in LapTimer: Timer ‣ Video ‣ Video Operation ‣ either both internal and external, or external only mode

I finally resolved this.
Maybe that in the very near future quite a lot of people will run into the same issue, so I will explain in detail what was the issue (summary at the end).
My Android phone currently uses Android 6.0.1, i.e. Android Marshmallow.
Marshmallow introduced a "feature" which was not obvious for me to get: When connecting to a WiFi which has no available internet connection, a notification is shown, but the text in the notification area just says something like "This WiFi has no internet connection". You
MUST click on that notification. It will ask you whether you want to stay connected to that WiFi and, optionally, to save whatever you answer permanently.
While you have not answered that question inside the notification, the device connected on the WiFi (e.g. GoPro camera) does
not work (that was the part I didn't know. I just swiped that notification away without clicking on it). I also verified the same thing for other devices using WiFi and having no internet connection, they have the same issue, so it seems to be Android 6 / Marshmallow specific.
So in summary: You connect the GoPro via WiFi manually, get a notification that this WiFi has no internet connection, click on it, say "yes stay connected" (and clicking "don't ask me again" is also a good idea to avoid doing this over and over). Skipping that step will result in HLT not working correctly with the GoPro. Once you did that, everything should work perfectly.

I understand it won't work when the notification is answered in a way that tells the system "o.k., then do not connect to this WiFi". But not working until answered at all sounds strange. I will check that and add it to the Video Documentation update I'm working on anyway...

Yes, it is completely non-obvious.
I just discovered it because the other WiFi-enabled product I use didn't work any more with my phone. And I knew it worked a few months ago. So I ended up searching and answering the notification and it worked again.
Same thing for HLT + GoPro.
