OK, problem solved, even if not fully diagnosed. There appeared to be two issues. One was developer-related, not relevant to a normal user and thus discussed elsewhere.
I am not sure what was another issue - what did help was temporarily defining a custom GPS sensor attempting connection with ReDrive. This, kind of, unlocked the BTLE connection. When the custom definition was removed and HLT restarted the built-in support started to work. Odd, as this was necessary also on a fresh install of HLT.
