App on two separate devices

Good morning. I have been using Harry's on my phone for years. I recently set the race car up to accommodate my Wife's ipad mini. Apple support has been telling me that I have to purchase the app a second time to have it on both devices. In the app store, it says that Harry's supports family sharing, which we have configured.

Can anyone confirm whether or not I have to purchase this again? Apple's response does not seem correct.

I have a 2nd copy installed on 2nd device and did not have to pay again. Just make sure you are signed in under same iTunes account as your other device. Then within the app, go to Administration, click on Add-on and then Restore.
