Using the latest version of iBrowse (1.0.4.0), I can no longer access the Lap Timer directory on my iPhone 6 iOS 8.3. Apparently this is due to a new 8.3 feature. Is there any work around? Or another app similar to iBrowse that works with 8.3?

Correct, iFunbox and iBrowse cannot access app sandboxes as they could before iOS8.x. But for the latest LapTimer version there is no app needed any more. 
The "workaround" is using iTunes - LapTimer has iTunes File Sharing enabled. So connect your iPhone and check iTunes ‣ iPhone ‣ Apps ‣ File Sharing ‣ Apps/LapTimer. Now, you will see all files in LapTimer's documents area listed in the bottom right. You can drag files in and out. Take care to kill LapTimer before doing this, otherwise you may run into conflicts.
