I get the same behavior with v17.5 on the same device - it stays available and never goes to connected.

With a native application iOS7 app I can connect to the Dual unit on the same device and get data, but definitely there's some strange behavior with the connect/disconnect/reconnect messages from the bluetooth APIs.

Not sure I have asked already, have you set "Use Accessories" to OFF accidentally? This setting is available in LapTimer's Expert Settings.

Good example for
Please do not change any of the Expert Settings without being advised by the author. Setting invalid values can disturb the app's function substantially.

Having a similar issue. Dual XGPS150A with iPod Touch 5. Warning indicates "GPS Update Rate" issue; overall status "Not Ready". GPS icon tap reveals 7-8 satellites and in green area. GPS Rat. 1.0 Hz in RED. Tried suggested restart of both devices in both orders of start. Sensor list shows "Dual XGPS GPS" with green dot "Connected". Dual GPS Status Tool shows 37+/- satellites used. Would like to get functional for Road Atlanta this coming Saturday/Sunday. Suggestions?

LapTimer has the XGPS150A configured as a 4 to 5 Hz GPS. As it delivers 1 Hz only, this is considered an error condition. 1 Hz for a XGPS150 means either you have bad receiving condition, or you haven't installed the 5 Hz firmware. I assume it is the later, so please register at http://gps.dualav.com/firmware/xgps150/ and download the 5 Hz firmware (and install it). You find a thread on the Dual 5 Hz firmware in this forum's announcements section.
