In which situation would one use that? In video overlays or in real time? I assume the former because a big number will be the max drivers will usually be able to read while driving.

Throttle data delivered by OBD is a value between 0 and 255. But 100% is not 255 but an arbitrary value depending the individual sensors of the car. The parameters included in VBO are standardized for GPS / GNSS only by Racelogic. For engine data there are some conventions like for RPM. I wait for a sensor sample to be added, should arrive next week / the week after. And not sure how Apple's approval process including CarPlay will go, this is always a question mark - at least for iOS. So it will be sometimes in May.
