Changing the setting to "Force Software Encoding" fixed the problem on the V5.1.1. phone. I didn't actually time the overlay process, but it did not seem to take any longer than it did before I checked that box.

The GS5 WITH the problem has Android 5.1.1
The GS5 WITHOUT the problem has version 4.4.4 This is the phone that is only used for the Laptimer so it doesn't get updated.
I will work on the settings in the earlier post.
