So, went with DashWare. Learned the hard way that it's better NOT to open .csv file exported by HLT in Excel, before adding it to the DashWare project, because it ruins the formatting. So, I finally had some luck using Windows Movie Maker to merge the files. I uploaded to my iPhone, and linked the video to the first lap using the min:sec:100th sec for the first lap. Tried windows movie maker first, it corrupted the video and the quality ended up worse than standard definition.

Any suggestions or recommendations on a good free editor/splicer? I found a few online before I made this post, and they all seem to come with malware. Also, will LapTimer recognize the new spliced/stitched files? Anything special that needs to be done with the new files like modify metadata or file...

I got it to work after 2 tries. On the first try, I used the GoPro app to transfer the vid from the GoPro to the iPod Touch. I was able to successfully resync, but when I tried to overlay the first time, it failed when it got close to 100%. HLT closed, and when I reopened HLT, the video I just linke...
